I think the reason the Walrider was "evil" in the first place is because it was controlled by Billy, who was insane just like all the other variants. At the end of Outlast II, it is revealed that Dr. Otherwise, why would he have killed Blaire but not Waylon? And no he wasn't attacking him, it's quite obvious that Miles has taken control over the Walrider and is turning around the car to help Waylon escape. Of course it was Miles at the end, I don't get how anyone could not have noticed since it's in plain freaking view.
